Welcome to the City of Seaford!
This New Resident Page is meant to help navigate you through several processes when moving and provide important information. If you have a question about a topic that is not covered on this page, please contact us at 302-629-9173.

To get utility services from the City of Seaford, a service agreement is required. Fill out the service agreement that applies to your situation.

Residential Renters: Complete a Residential Service Agreement, return to City Hall with Lease agreement, Photo ID and $200.00 Meter Deposit. 

Commercial Renters: Complete a Commercial Service Agreement, return to City Hall with Lease agreement & Photo ID. Please call our office at 302-629-9173 for the Meter Deposit amount.  Amount is based on 2.5 times the average bill for the last 12 months’ usage.  

New Owners: Complete a Service Agreement & return to City Hall with the Settlement Statement Document & a copy of Photo ID.

NOTE
: You CANNOT pay the Meter Deposit online.

Utility Bills are sent out monthly, and payments are due around the 25th of the month, but a grace period until the 5th of the following month is allowed.

Payment Options: Payment may be made in person or by drop box to City Hall at 414 High Street, or by mail to City of Seaford, PO Box 1100, Seaford, DE 19973, or online at www.seafordde.com.

Late Payments: If a utility bill is not paid by 5 pm on the 5th of the month, 1.5% penalty is assessed on the past due outstanding balance. Penalty is considered a "demand charge”, meaning due upon assessment.

There are several city services provided by our departments ranging from Public Works to Finance. If you have questions about any of these services, contact us at 302-629-9173.

Clean-Up Week: Annually in the spring, the City of Seaford schedules a clean-up week in order to improve the appearance of the City. During this week, Public Works will haul away unwanted materials at no charge for CITY RESIDENTS ONLY! For more information, visit the Clean-Up Week page. 

Leaves & Limbs: Residents can have their leaves and limbs picked up by the Public Works Department. The leaf machines are operated annually from October 1 through December 31. During this period, bagging is not required. For requirements and details, visit the Leaves & Limbs page. 

Street Sweeper: The street sweeper runs everyday except for Saturday cleaning different parts of the city each day. To view the street sweeper schedule, visit the Streets page.

Online Bill Pay:
 Credit/Debit Card or Electronic Check. Convenience fee applies. Payments scheduled by 8:00 pm on that day will be processed as of the next business day. To access the portal, click here

E-bills:
 E-billing is available by reaching out to [email protected]! E-billing lets you free up your mailbox and receive your bill faster than traditional paper mail out.

Online Sign-Ups Rec. Programs: Some Parks and Recreation programs offer online registration! For a list of programs participating, visit the Recreation page.
