Rental to Homeownership Program

Owning your own home is the American Dream! We want to help our residents attain the dream and to promote home ownership. Our Rental to Home Ownership incentive was created to promote the conversion of rental properties to homeowner occupied housing. 

A qualifying property:

- Involves an existing dwelling used as a single family residence within the Seaford City limits.

- The dwelling was used exclusively as a rental property for a minimum of three (3) years immediately prior to conversion to an owner occupied property.

- The new owner must occupy the dwelling as the homeowner within one (1) year of the date of purchase. 

- The property owner must be in good standing with all City of Seaford accounts, having a zero balance in order to receive any incentive.

- Organizations with non-profit status are not eligible

For the Seller:
The City will provide a cash incentive equal to five times the full property tax charge in effect at the time of transfer to a qualifying property owner. 



For the Buyer:
The City will abate the City property tax charge for a qualifying property for five years after occupancy by the property owner. The City will graduate the City property tax charge for the next five years until year six; when the property will be charged the full property tax assessment in effect at such time.
