| Property Reassesment Program Complete |

| During the past year the City of Seaford has conducted a Property Assessment program. The purpose of this program is to establish new equalized fair market value estimates for all land and improvements located within the City limits. The last time this was done was in 1990. A review of the real estate sales within the City indicates that values have risen significantly since 1990. This Property Reassesment Program has been based upon a thorough analysis and review of the recent real estate market transactions in the area in an effort to establish your new valuation as closely as possible to current market conditions. The inidcated value of your property represents the estimated value as of January 1, 2008. You can access your property assesment via the link below. If you have any questions regarding this value estimate, or would like to make an appointment to discuss this new estimated Market Value, please contact Property Tax Associates/DelVal, INc. at 302-628-6006 or 800-539-4400. Informal appeal hearings will be held by APPOINTMENT ONLY from May 5th to May 16th, 2008 at City Hall located on 414 High Street. |

| Back Water Valve Policy Adopted |
| |
| The City of Seaford City Council recently adopted the Back Water Valve Policy during their regularly scheduled meeting on May 6, 2008. Damage to your property because of a sewer back-up is a potential problem for every property owner connected to the public sewer system. You may not be aware that from any point in the system, the introduction of items such as disposable diapers, tree roots, and grease can cause clogs and back-ups in spite of regular City maintenance and cleaning. The City of Seaford cannot guarantee that your sewer system will never back-up and in most cases is not responsible to pay damages resulting from a sewer back-up. Buildings with floor drains and/or plumbing fixtures subject to backflow of sewage from the public sewer should have a "Backwater Valve" installed on their service lateral. | Senior Citizen Tax Exemption |

| Are you a senior citizen who owns property in our City? There have been some changes to the qualifications. Have you owned the property at least ten years? Is this your place of residence? Is your income, other than Social Security, less than $13,000 as a married couple and less than $9,000 as a single person? Then you may be eligible for a senior citizen exemption on your property taxes. Please contact the City Office at 629-9173 for additional information.
The seniors who do qualify for this program are required to re-apply each year. The ten year residency requirement is waived for those who qualified for the exemption in 2007. Applications will be sent out in early February to the seniors currently noted in our records as exempt. If you do not receive this application, please call the City Office at 302-629-9173 or pick one up when you pay your utility bill.
Applications are due in no later than April 30, 2008
